December 13th, 2010Access to CSA data is now available to the public, following a battle in the federal courts led by several groups representing small trucking companies. Over the weekend, the Federal Motor Carrier Administration (FMCSA) proceeded with its plan to expand access to CSA data beyond carriers themselves.
CSA (Compliance, Safety, Accountability) was formerly Comprehensive Safety Analysis (CSA) 2010, but the name changed with the official rollout of the program.
One of the major changes under CSA is a new safety measurement system that replaces SafeStat. Motor Carrier Measurement System (SMS) data is available at http://csa.fmcsa.dot.gov. Individual carriers’ CSA scores are available at http://ai.fmcsa.dot.gov/SMS/Data/Search.aspx. Visitors to the site can search for a carrier by name and state or enter a carrier’s DOT or MC number.

Qualcomm and RAIR Collaborate to Enhance HOS Compliance
October 18th, 2010Qualcomm and RAIR have announced their collaboration to enhance the value of Qualcomm Hours of Service (HOS) by offering more robust auditing and analysis of HOS data, which can be captured electronically or on paper. The combination of Qualcomm’s HOS and RAIR’s service provides customers the most complete and easy-to-use solution for managing and auditing driver logs.
The RAIR solution is ideal for fleets using both electronic and paper logs as it can compare electronic positioning data provided by Qualcomm to data provided by drivers in their paper logs, thus adding an additional degree of accuracy to hours of service reporting. RAIR also can process DVIR information and support driver notification for violations.

The award was given at the ATA’s Safety & Human Resources National Conference & Exhibition in Rogers, AR last week. RAIR adds drug and alcohol testing
September 20th, 2010RAIR, a leading provider of safety and compliance services to the trucking industry, announced today the launch of its drug and alcohol testing program. The new program offers a complete range of drug testing services including collection, testing, reporting, and Medical Review Officer (MRO) duties. Mary K. Tappa, RAIR’s Executive Vice President of Operations, has more than 20 years of experience in administering drug testing programs and will oversee the new service.
“Our goal is to offer a complete menu of services aimed at reducing carriers’ exposure to the risks of non-compliance with federal safety regulations,” said JJ Singh, president and CEO of RAIR. “Drug testing is a natural fit.” RAIR’s drug-testing business will be web-based like the company’s existing services of driver log auditing, CSA 2010 compliance, driver management and vehicle management.
“This takes us back to our roots,” said Henry M. Goldberg, MD, founder and chairman of RAIR. While this is a new service for RAIR, the company was borne out of the drug testing industry: Goldberg was formerly president of Substance Abuse Management Inc. (SAMI), a third-party administrator of drug testing services that served many of the country’s largest trucking companies, prior to founding RAIR. “Now these same trucking companies have asked us to get back into the drug testing business,” said Goldberg.
This is a timely introduction as the DOT’s new drug testing rule goes into effect on October 1, 2010. The new rule changes the training of and procedures used by Medical Review Officers.
